We are professionals with combined experience of more than 50 years serving individuals with developmental disabilities in both the public and private sectors. Since 2004, we have served as consultants to both HCS and ICF/MR providers statewide, assisting them in areas of personnel training, quality assurance, survey and audit preparations, level of need increases, policies and procedures, plans of correction and billing errors and omissions. Our Mission

	Julie Andrews Blacklock, Co-owner/consultant A graduate of Southwestern University, Julie began her career in the field of developmental disabilities as a direct care staff. She later became a QMRP in the ICF/MR program and went on to becoming a service coordinator in the MRLA program at Austin Travis County MHMR. She then worked as a case manager in the HCS program and as a consultant to several local providers in the Austin area. Since 2004, Julie has been a co-owner of Twogether Consulting, Ltd.
	Cyndy Burleson, Co-owner/consultant A graduate of the University of Texas, Cyndy began her career in the field of developmental disabilities as a direct care staff who went on to become a QMRP in the ICF/MR program, a service coordinator, service coordination team leader and a utilization review/survey & certification specialist in the MRLA program at Austin Travis County MHMR. Before becoming co-owner of Twogether Consulting, Ltd, Cyndy was employed as a specialist for DADS Program Enrollment/Utilization Review department.
	Judy Keaton, RN, CDDN, consultant Judy received her nursing degree from Union College in Nebraska before serving in the Army Nurse Corps where she attained the rank of Lieutenant Colonel and later served in the U.S. Army Reserve. She received her Certification in Developmental Disabilities Nursing in 1994 and is a member of the Developmental Disabilities Nursing Association. Judy has many years experience working with both HCS and ICF/MR providers. Judy has helped Twogether Consulting in the development and teaching of our nursing courses as well as provided on-site consulting and training for providers.
